The son of Mr & Mrs Powell. of St. Austell, Cornwall. husband of Lily Powell of 112 Townsend Avenue, Keyham Barton, Devonport. According to his attestation papers, he was five feet five inches tall with a fresh complexion, brown hair and had brown eyes. Before enlisting he was a general smith.

Joined the Royal Navy in January 1895.
