Bernard was born on 8th June 1884 in Bishop Auckland, County Durham. According to his attestation papers, he was five feet seven and three quarter inches tall, had a 35 and three quarter inch chest, with a fresh complexion, dark brown hair and grey eyes. Before enlisting he was employed as a brickmakers labourer.

Joined the Royal Navy on 30th November, 1909.
