Born in 1875 the son of (Joel) Joseph Rowland Toms and Amelia Curtis, originally living in St Peter's Port, Guernsey. Denis and his siblings lived in Lyme Regis before the family moved to Devonport. Denis married Annie Williams and they lived in Bridgwater, Somerset.

Denis came from a large family with a proud naval tradition, most of the men were either in the navy or worked in shipbuilding.

Denis's grandfather Joseph had died at Haslar Naval Hospital. Unfortunately Denis was not the only family casualty from World War 1, his nephew Frederick Toms died at Gallipoli and another relative Harold Toms died on the Western Front.
